IRYNA SHULIKINA

Iryna Shulikina is a civil society and cultural policy expert whose work focuses on supporting democratic governance, civic engagement, and European integration in Ukraine. She is the Executive Director and Chair of the Board of Vitsche e.V., a German non-governmental organization dedicated to strengthening Ukrainian civil society and fostering cultural diplomacy.

Shulikina’s work examines the role of civil society initiatives, cross-border cooperation, and cultural projects in promoting democratic values and European solidarity. She has coordinated numerous programs aimed at empowering local communities, facilitating citizen participation, and fostering international partnerships.

Beyond her organizational work, Shulikina is actively involved in international networks supporting Ukraine’s democratic transformation and European integration. She has participated in policy discussions and conferences across Europe, linking practical experience with strategic debates on civil society development, cultural diplomacy, and transnational cooperation.
